What to clarify before selling in the city of Lucerne?
Lucerne is a city of tenants: in 2024 the home ownership rate (Wohneigentumsquote) was 15%, against 33% in the canton. Of 48,194 dwellings, only 1,691 are detached houses (Einfamilienhäuser), as at 2025. Anyone selling here is therefore usually selling condominium property (Stockwerkeigentum), and often in a building with a history: 2,984 of the 7,668 buildings with residential use were built before 1946.
Before the property goes to market, we therefore answer three questions that buyers will ask:
- What belongs to the flat, and what to the community? The deed of constitution, the regulations and the ownership share draw the line. In an older building this concerns the attic, the cellar and the terrace, and sometimes the windows too.
- What work is due on the building? Roof, façade, pipework, lift and heating: whatever the renewal fund does not cover, buyers deduct from their offer.
- Is the building in a conservation zone? Lucerne is listed in the federal inventory ISOS as a townscape of national importance. The zoning plan designates townscape conservation zone A (Ortsbildschutzzone A), covering the Old Town and the Kleinstadt, and zone B; for building projects there, the heritage office (Denkmalpflege) is consulted during the permit procedure.
What your flat or house is worth is shown by a valuation after a walk-through on site.
How tight is supply in the city of Lucerne in 2026?
At the end of 2025 the city had 86,699 inhabitants, 6.6% more than at the end of 2015 (81,295). Over the same period the housing stock grew from 45,712 to 48,194 dwellings, by 5.4%. Almost only apartment buildings are being added: of the 429 buildings with residential use built from 2011 onwards, 41 are detached houses.
On 1 June 2026, 408 dwellings were vacant, 0.85% of the stock (Canton of Lucerne: 0.70%). Of these, 384 were to let. That left 24 vacant properties for sale, in a city with more than 48,000 dwellings. In 2019 the vacancy rate (Leerwohnungsziffer) had still been 1.29%.
Where ownership is concentrated is shown by the district statistics for 2023: in the city centre (Innenstadt), owners live in 7% of the dwellings, on the right-hand lake shore (Rechte Seeseite) in 23%, and in the Oberseeburg/Rebstock quarter in 36%.
We have no official figures on prices actually paid in the city of Lucerne. We therefore do not quote a price per square metre for Lucerne; the value is derived individually for each property.
What makes Lucerne special
Lucerne lies where the Reuss flows out of Lake Lucerne (Vierwaldstättersee). The covered bridges go back to the late 13th and the 14th century, the Musegg wall to the years around 1400. In 1844 the Schweizerhof opened as the first grand hotel on the lake, in 1859 the railway station opened on the left-hand lake shore, and from 1890 until around 1930 the city grew rapidly. That still shapes the building stock today: 1,453 buildings with residential use date from before 1919, and a further 1,531 were built between 1919 and 1945.
Since 1 January 2010 the former municipality of Littau has been part of the city. For statistical purposes Lucerne is divided into six city districts (Stadtkreise) and 27 quarters. Eleven municipalities border it: Horw, Kriens, Malters, Neuenkirch, Emmen, Ebikon, Adligenswil, Meggen and Weggis, plus Ennetbürgen and Stansstad in the Canton of Nidwalden.
From Lucerne station, the morning Interregio runs without a change to Zug in 19 minutes and to Zurich main station in 42 minutes.
In 2026 the city and the canton each levy 1.45 tax units, together 2.90 without church tax; with church tax it is 3.13 (Roman Catholic) or 3.15 (Protestant Reformed). In 2019 the city's tax multiplier (Steuerfuss) was still 1.85 units.

What does it take to sell a city flat in Lucerne?
Rudat AG has its office at Neuhofstrasse 5A in Baar and works throughout the Canton of Lucerne (in German). Our documented work in the canton is in the Lucerne Seetal:
- Hochdorf. We valued a flat (in German) with the IAZI model and marketed it with 49 professional photos, four drone images, a video and our own sales documentation. Twelve weeks after the market launch, the buyers were confirmed; they came from the Canton of Zug, and the sale contract is signed.
- Hitzkirch. A 2.5-room flat with lake view (in German; built 1974, 50 m²) was sold in 2026.
- Aesch on Lake Hallwil (Hallwilersee). We are currently marketing a 6.5-room terraced house with garden (in German).
Applied to a city flat, that means: a value from the IAZI/CIFI models used by Swiss banks, checked during the walk-through; the documents of the condominium owners' association complete; and a 360° virtual tour (in German), so that only people who already know the flat come to a viewing. Buyers can check in advance whether the financing holds with the affordability calculator. What remains for you as the seller after the property gains tax is shown by the property gains tax calculator for the canton of Lucerne.
Behind this approach stand 5.0 stars from 26 Google reviews and documented sales from Küsnacht to Hochdorf; you will find them under References (in German). You can reach Conrad Rudat on +41 41 763 33 66.
This page gives an overview and is neither tax nor legal advice. What applies in an individual case is decided by the tax assessment authority, the land registry and, for building projects, the permitting authority of the city of Lucerne.
